GRADE: NJC SCP Points 14 to 18 [£23,080 to £25,419] per annum pro-rata

Overview: Compton & Shawford Council has a vacancy for a Parish Clerk. This is a permanent post for 17 hours per week. The Parish of Compton and Shawford was created in 1894. Its situation, just to the south of historic Winchester, handy for junction 11 of the M3, with excellent transport links, easy access to good schools, shopping, entertainment, country pubs and much more, has made it a highly desirable place to live. The Parish Council has 6-9 councillors all of whom work hard to make the village a welcoming place to live and visit. 

Working Arrangement: Reporting to the Finance and Governance Portfolio Holder you will work for a total of 17 hours per week, which may include some evening work. Core working hours and days to be agreed with the post holder.

Main purpose of the Job: To act as the Council’s Proper Officer and to act as the Council’s Responsible Financial Officer. As the Proper Officer of the Council, the Parish Clerk is under a statutory duty to carry out the instructions of the Council and to serve or issue all the notifications required by law. The Parish Clerk will advise the Council on, and assist in, the formation of overall policies to be followed in respect of the Council’s activities and, in particular, to produce all the information required for making effective decisions and to implement constructively all decisions. The person appointed will be responsible for the management of contractors and resources and will take the lead on the Council’s major projects. As the Responsible Financial Officer, the Parish Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required, including all required budgeting, banking payments and financial reports. Requirements: The ideal candidate is experienced in project management and budgeting, the ability to self-motivate and prioritise, and knowledge of (or willingness to learn) the statutory framework concerning the management and running of a Parish Council.
