Police Report

PCSO Gavin Cooper advised the council that he would soon be leaving the parish to commence work in Stanmore. He would be replaced by PCSO Amy Stevens. He also noted that PC John (Ernie) Earnshaw had recently been appointed to the role of parish policeman.

PCSO Cooper reported that during the summer months there were two reports of suspicious incidents in Shawford (a male seen looking around a building site and another selling cleaning items); two of criminal damage (a bus shelter was vandalised and a plant pot smashed in Otterbourne Road); three reports of theft (a caravan was stolen from Shepherds Lane, tools taken from a garage in Compton Street and milk taken from a door step in Martins Fields); two thefts from vehicles parked in Shawford Down car parks); one shed was broken into in Shepherds Lane but nothing taken; and two reports of rowdy and inconsiderate behaviour (the M3 subway and Shawford Road).

The chairman thanked PCSO Cooper for his service to the community and wished him well on his new beat. She looked forward to meeting PC Earnshaw and PCSO Stevens, when the council next meets in October.

Police Report

The clerk reported that, within the past month, there had been two incidents of criminal damage (to a vehicle in Attwoods Drove and a waste bin fire in the Compton Street play area), one non-dwelling burglary (a garage had been broken into in Martins Fields) and one theft (tools taken from a vehicle parked in Shepherds Lane).

The clerk advised the council that, due to unforeseen circumstances, PCSO Cooper had been unable to produce a report in time for the meeting.

Police Report

The clerk reported that, in the past month, a handbag had been stolen from a vehicle parked in the Shawford down car park and solar light from a garden in Compton Street. There had been two incidents of rowdy behaviour (Compton Street and Attwoods Drove) and fourteen political campaign posters had been stolen from various sites in Otterbourne Road and Compton Street: a further three campaign posters in Otterbourne Road had been damaged. [I am sad to report that there has been yet another theft from a parked vehicle from the Shawford Down car park on the evening of 9 May.]

Police Report

The clerk informed the council that PCSO Cooper had advised him that there had been four incidents reported to the police in the past month. These included an incident of road rage in Otterbourne Road, two bikes removed from an unlocked shed in Southdown Road and a vehicle had been broken into whilst parked at the base of Shawford Down. The chairman reminded councillors that next PACT (Partners and Communities Together meeting), hosted by Sergeant Chris Hills, would be held at Shawford village hall at 7.00 pm on Thursday 7th April.

Police Report

PCSO Cooper reported that there had been two incidents reported to the police in the past month. These included a burglary from a house in Tilden Road and an incident of fly tipping on a path at the base of Shawford Down.

PCSO Cooper also introduced our new “beat bobby”, PC Kevin Hercock, who advised the council that, with spring just around the corner, parishioners should be aware that “rogue traders” may soon be active within the area. These traders were often responsible for fly tipping and the police would be grateful if members of the public could report any unrequested approaches for “household works”. He also advised parishioners to beware of “census impersonators”, who may try to take advantage of the 2011 census to gain access and information from householders. Should you have any concerns about either of these issues please call PC Hercock on 0845 045 45 45.

Sergeant Hills has also recently advised me that the next PACT (Partners and Communities Together) meeting will be held in Shawford village hall at 1900hrs on Thursday 7th April 2011. The meeting will provide an opportunity for residents of Compton, Shawford, Otterbourne and Hursley of to meet their local Safer Neighbourhood policing team and to discuss any issues of concern.

February 2011

Police Report

PCSO Cooper reported that there had been four incidents reported to the police in the past month. These included one burglary from a house in Otterbourne Road during the period 12.00pm – 3.30pm; two reports of criminal damage (a nail found in the tyre of a vehicle parked in Attwoods Drove and vehicle damaged while parked in the Shawford Downs car park) and one suspicious incident of a person banging on the front and rear door of a property in Shawford Road, shortly after midnight.

The chairman reported that the Partners and Communities Together meeting, hosted by Sergeant Hills in Otterbourne Village Hall on 24 January 2011, was well attended. PCSO Cooper announced that the next meeting would be held in Shawford Village Hall in April.

January 2011

Police Report

The clerk advised the council that there had been four incidents reported to the police in the past month. These included one theft (a mobile phone taken from the table of a local public house), two attempted burglaries from garages on Martins Fields and a vehicle had been damaged whilst parked in the Park and Ride car park. PCSO Gavin Cooper is continuing to monitor parking in the Shawford area. He has requested that members of the public should report vehicles causing an obstruction on the police help line: 0845 045 545.

The council discussed the forthcoming Partners and Communities Together meeting, which is being hosted by Sergeant Chris Hills in Otterbourne Village Hall on 24 January 2011. It was agreed that Councillors Stevens and Southgate would represent the Parish Council. Councillor Beckett will attend in his District Council capacity.

Police Report

The clerk reported that he had been advised there had been six incidents within the parish in the past month. These included one theft (a grit bin in Hurdle Way), one attempted theft (a horse), one attempted burglary (from a garage), two reports of suspicious persons and one instance of criminal damage (an unattended vehicle was “keyed” in Station Terrace). The police were liaising closely with the owner of the stables, from which the attempted theft had occurred, but confirmed that there had been no other instances of horses being stolen in the local area.

Police Report

The clerk reported that he had been advised, by PCSO Gavin Cooper, that there had been a number of incidents within the parish in the past month. These included three separate reports of theft (a coat, two off road motorbikes and a mountain bike); two reports of criminal damage (an unattended vehicle was broken into in Otterbourne Road and a vehicle damaged at Shawford station); one non-dwelling burglary (tools taken from a garage in Fairfield Road) and a man was arrested for aggressive behaviour towards ambulance staff.

Councillor Broomfield noted that several incidents involving vehicles did not appear to be reported to the police e.g. the bent road signs in Shawford Road and Shepherds Lane. He was also concerned about the way some parents parked in the lay by between Hurdle Way and Compton Street, while waiting to collect their children from the school. Some vehicles, not fully parked off the road, constituted a hazard to other road users. Councillor Southgate undertook to raise the issue with the school.

Councillor Beckett noted the increased police presence in the parish. It was agreed that the clerk should write to Sergeant Hills expressing the council’s appreciation of this example of policing in the public view.

October 2010

Police Report

The clerk reported that he had been advised, by PCSO Richard Nolan, that there had been three incidents within the parish in the past month. Items were stolen from an unsecure vehicle parked at Shawford Down; an egg had been thrown at a vehicle being driven along Shawford Road and tools stolen from a garage in Fairfield Road.

Police Report

PCSO Gavin Cooper advised the council that there had been five incidents reported to the police since the last meeting on 6 July 2010: one suspicious person selling security advice; a handbag accidentally left in a bus shelter was found to missing when the owner returned shortly afterwards; two incidents of criminal damage to property and one incident of vehicle nuisance (eight youths riding motocross type bikes on the restricted byway on Compton Street). PCSO Cooper also advised that he had access to a portable flashing speed light, which he intended to deploy occasionally within the parish! Councillor Beckett proposed that, in recognition of his excellent service to the parish, a vote of thanks to PC Mark Smith, who has recently been transferred to Winchester, should be recorded in the minutes. All agreed.

July 2010

Police Report

PC Smith reported that there had been three thefts, including one from a parked vehicle, four incidents of criminal damage, two of which were caused by family members, and one assault. He also reported that there had been five suspicious incidents, ranging from telephone calls to youths playing football in the Compton Street play area and refusing to leave, and a vehicle (involved in a collision in Attwoods Drove) had been abandoned in a track off Compton Street. PC Smith added that he had carried out two speed gun checks in Compton and Shawford: only one vehicle had been found exceeding the limit and the driver subsequently attended a driver awareness course.

Police Report

PCSO Gavin Cooper reported that the police had investigated two reports of suspicious persons “going door to door”. There had also been one theft of a pair of wellington boots from a property in Compton Street and two dwelling burglaries, involving properties in Field Way and Cliff Way. In the latter a large number of workmen’s tools were stolen.

May 2010

Police Report

PC Smith reported that, since 6 April 2010, there had been six reported crimes. Three instances of criminal damage; the theft of a handbag left on display in a vehicle on the downs (the rear window had been broken); lead had been stolen from a roof and one instance of public disorder. There had also been reports of suspicious persons and vehicles near to the building site in Compton Street and near the river close to the Malms and one vehicle incident, near Compton school. PC Smith confirmed that the police were about to begin a campaign to monitor speeding on roads within the parish. Road users found to be speeding would receive tickets. Readers please note!

April 2010

Police Report

PC Smith reported that in the past month there had been one theft, one assault in a public house and one incident of deception, involving a company in Spain. There had also been a report of harassment to a nesting swan at Shawford and, although the persons had not been identified, “advice” had been given to persons in the area. There had also been a report of a suspicious male at the railway station, who it transpired had been looking for a lavatory!

Police Report

Although he was not able to present his report in person PC Mark Smith had submitted a report indicating that, in the past month, there had been four assaults within the parish: one of which occurred during a domestic incident and the other three on a bus travelling through Compton. There had also been one theft (a laptop was taken from an office) and two people, suspected of poaching, were detained when leaving the area. The chairman, Nick Campbell-White added that he had spoken to PC Smith about vehicle damage to the grass at the Memorial Playing Fields. PC Smith had taken note of the incident but no further action was contemplated.

Police Report

But first PC Mark Smith informed the council that there had been five thefts within the parish since the beginning of December. They consisted of a battery stolen from a lorry, plant equipment stolen from a construction site, bricks stolen from a road bridge, a handbag stolen from a taxi, and personal items stolen from a carer’s workplace. There had also been one dwelling burglary which had taken place during the occupants’ absence on holiday. Since submitting his report, PC Smith added that there had been a further burglary on the evening of 1 February. He encouraged parishioners to report any suspicious activity by using either the 101 or 0845 045 45 45 telephone numbers. Where there was clear evidence of a burglary actually taking place “999” could also be used.

December 2009

Police Report

PC Mark Smith informed the council that six offences had been reported to the police since 3 November. They included thefts from a stable and motor vehicle, 2 instances of criminal damage, an attempted theft of a horse box and one public order parking dispute. PC Smith also mentioned that there had been a report of a suspicious male using a bus stop in the mornings, at the same time as school children. He also mentioned that the public should be aware of a heightened risk of theft to plant and rural equipment.

He stated that the police were seeking the cooperation of parish councils in an attempt to reduce police officer attendance at council meetings to once per quarter. The chairman indicated that he would consult all councillors for their opinions and especially with regard to their views on police beat priorities. The issue would be discussed at the next meeting on 5 January. PC Smith confirmed that police attendance at the annual parish meeting would not be part of the quarterly meeting cycle.

Police Report

PCSO Warren Carne informed the Council that there had been two reported incidents in the period 6 October – 3 November 2009. A police patrol had discovered persons in possession of a small amount of a substance, believed to be cannabis, in the car park in Shawford Down and a bicycle had been stolen from Shawford railway station.

Police Report

PC Joe Zubaidi informed the Council that there had been five reported incidents in the period 1 September – 6 October 2009. These included the theft of tools from a garage and a dog from a farm in Shawford. (Councillor Caffyn noted that the dog had now been recovered.) The other three incidents concerned damage to a vehicle, a loud party and vehicle nuisance.

PCSO Cooper informed the Council that there had been six reported incidents in the period 7 July – 1 September. These included one report of theft; one non-dwelling burglary; two suspicious incidents; one theft from a motor vehicle and one trespass. He strongly advised parishioners to ensure that valuables were not left inside cars, or car boots, when they are out walking.

Police Report

PCSO Nolan informed the Council that there had been nine incidents reported to the police in the period 3 June – 7 July 2009. These included two reports of theft; two of criminal damage and three of rowdy behaviour. PCSO Nolan urged parishioners to take care of their valuables when relaxing beside the Itchen Canal, particularly on warm summer days.

Police Report

PCSO Warren Carne informed the Council that there had been three reported crimes during the past month: two involved door to door salesmen and the third the theft of a small amount of money from an insecure room in a residential property. PCSO Carne added that Hampshire Constabulary had devised a programme to assist people in saying no to cold callers. This included the delivery of information packs to those householders requesting such assistance. Police Report

Returning to ‘normal’ business, PC Mark Smith advised the Council that there had been four crimes reported since the last Parish Council Meeting on 7 April 2009, and one incidence of rowdy behaviour. They included:

  • The theft of a tool from a shed.
  • Criminal damage in a dwelling by a family member.
  • Damage to property within a repossessed dwelling and
  • A landlord had been harassed by a tenant.

April 2009

Police Report

The meeting began with the police report. PCSO Carne advised that three incidents had been reported to the police during the past month.

  • A shrub stolen from the front garden of a property in Field Way.
  • A road traffic collision in Compton Street. (A male, without a licence, drove into a stationary vehicle and was subsequently arrested.)
  • A road traffic collision in Cliff Way.

PCSO Carne also advised that PCSO Cooper continues to monitor parking problems in Martins Fields. However, following poor attendances, police surgeries had been dropped because the expense could not be justified. Nevertheless he hoped parishioners would be reassured in the knowledge that PCSOs patrol regularly throughout the parish and that a police officer is always available for discussion at Parish Council meetings.

PCSO Nolan reported that there had been four crimes in the past month, including theft from a vehicle in Cliff Way; diesel from the park & ride construction site and items had also been taken from an unsecured vehicle in Shepherds Lane. There had also been an incident of trespass at Shawford railway station and a report of rowdy and inconsiderate behaviour, including tampering with vehicle door mirrors, in Martins Fields.

February 2009

Police Report

Police Constable Mark Smith has reported that five crimes were reported during the month of January. These include two household burglaries, which occurred in the same street. One took place overnight, when the occupants were away and cash and jewellery was stolen. There were also two thefts: a locked bicycle at the railway station and parcel from a door step. PC Smith has advised that, in addition to those in the parish, there have been two burglaries in Otterbourne. He would be grateful if parishioners could consider taking ‘appropriate measures’ to prevent burglaries and thefts, such as hiding car keys and ensuring doors are securely locked. Should anyone see any suspicious activity, then Hampshire Constabulary should be contacted immediately, either via 999 or 0845 45 45 45

Police Report

Police Constable Mark Smith reported that there had been an incident of a “nuisance vehicle” outside the school at opening time. Mr Dolphin, who is the Parish Council’s representative on the School’s Board of Governors, indicated that the governors believed the school’s responsibility ends at the school gate. It had done all it could to alleviate the parking problems caused by parents on the school run.

Police Report

PCSO Cooper stated that four incidents had been reported to the police during the month of November. They included the parking of a vehicle in a “blind spot” in Pearson Lane and a “suspicious person” going “door to door” in Southdown Road. Following a spate of thefts from garden sheds in the Winchester area, he repeated the police request that members of the public seeing anyone acting suspiciously, near a shed or garage, should report the incident to the police. Because the investigation was continuing, he was unable to comment on the cause of the accident on M3 flyover but he confirmed that the police were considering implementing a programme of speed checks on Otterbourne Road.

Police Report

PC Nigel Harding stated that eight incidents had been reported to the police during the month of October, four of which were criminal: the latter included three burglaries in “non-dwellings” (e.g. sheds and garages) and a theft from a motor vehicle in Shawford Down car park. He repeated the police request that valuables should not be left in parked vehicles and that all garden equipment should be secured, particularly at night. Members of the public seeing anyone acting suspiciously, near a shed or garage, should report such incidents to the police. PC Harding confirmed that all incidents of dwelling burglary are notified to the local neighbourhood watch coordinator, who should inform all nearby residents.

Police Report

But the first item on the agenda was the police report. PC Smith reported that there had been a serious incident involving the attempted theft of a Landover in the local area. The farmer had managed to foil the attempt but, in the process, had been threatened by man wielding a large spanner. The police investigation continues. Other incidents included the theft of a bicycle worth £1500 from Shawford station, a theft from a care home and reports of cars being driven across the Memorial Playing Fields. The police are increasing their patrols around the Playing Fields but, so far, without success. PC Smith advised the Council that members of the public can report incidents of ‘anti-social behaviour’, including fly tipping, via the WCC web site, which contains a page under “Communities” or by telephoning ‘101’.

September 2008

Police Report

PC Richard Mathews stated that there had been eight incidents reported to the police during the months of July and August. These included the theft of a vehicle excise license from a vehicle in Otterbourne Road; criminal damage to a bench on Shawford Down; rowdy and inconsiderate behaviour by ten young men at the Bridge Hotel, Shawford; a quantity of tools stolen from a house undergoing renovation in Cliff Way; dangerous driving and aggressive behaviour in Martins Fields; vehicle damage to the Memorial Playing Fields; glazed panels broken in a bus shelter Main Road Compton and the unauthorised removal of a section of the metal barrier restricting access to the footpath in Carmans Way. Councillor Walmsley commented that he had seen the bench on Shawford Down and was far from convinced that the damage was ‘criminal’ it could easily be the result of ‘wear an tear’. In response to a question from the chairman, PC Mathews said that the driver of the vehicle causing problems in Martins Fields had been visited by two constables and warned about his future conduct.

Police Report

Acting Sergeant Emma Port, who represented Hampshire Constabulary at the meeting, confirmed that there had been three incidents reported to the police during the month of June:

  • ” ‘Do Not Park’ signs at Shawford railway station were being tipped over at night time;
  • ” A man was suspected of being drunk near the Bridge Public House; and
  • ” Three youths were seen to be loitering around a shed in the area of Shepherds Lane and later got into a silver hatch back vehicle and drove away.

Sgt Port added that the police are continuing to patrol around Shawford Road/Pearson Lane and are issuing tickets to vehicles causing an obstruction. One vehicle, in Pearson Lane, which had been causing a dangerous obstruction, had been towed away.

June 2008

Police Report

Police Sergeant Ally Hibberd attended the meeting and reported on incidents within the Parish during the month of May 2008. A moped was removed from the Station Car Park and was found again elsewhere in the Parish. A motor vehicle’s tyres were deflated, some garden furniture at a house in Southdown Road was moved and damaged, these incidents being attributed to youthful high spirits. Complaints about an incident of noise disturbance and the sighting of a suspicious person in Compton Street were also noted.

Sergeant Hibberd also advised that Police Constable Mark Smith, together with the support of the PCSOs are on occasion, meeting the late night buses arriving in the village. This to evidence a police presence and hopefully eliminate rowdy behaviour by youngsters arriving home late at night.

May 2008

Police Matters

Police Constable Mark Smith submitted a written report in which he advised that, again, crime rates in the Parish during the preceding month had been very low. Only three offences had been reported, these being one non dwelling burglary and two incidents of damage to motor cars. PC Smith also advised that the person sleeping rough at the end of Compton Street has had his belongings and camp removed by Hampshire County Council.

A request from Police Inspector Baxman has asked the Parish Council as to what are the priorities for the police in respect of Policing issues within the Parish. Whilst issues such as Vandalism, Graffiti, speeding Cars and Car Parking came to mind immediately, Councillors were asked to give this matter some thought and report back to the Next Parish Council meeting. Subsequently, a response will be sent to Inspector Baxman.

April 2008

Police Report

Police Constable Mark Smith reported that there had been only four offences reported within the parish during the last month. These consisted of one non-dwelling burglary, one theft of a bicycle, one assault and one incident of criminal damage. PC Mark Smith also reported that the police had undertaken on site attendance outside the school in Compton Street in an attempt to alleviate some of the significant problems associated with car parking during the periods when the children arrive and depart from the school. The intention here was to discourage inconsiderate car parking. However, it is feared that when the police presence is absent, the situation will quickly revert to the problems currently encountered.

Car parking in Shawford Village continues to be a problem. Parking tickets are being issued by the police, but with the success of the services into and out of Shawford Railway Station, the situation will not be improved until a new car park in the locality is developed. The Parish Council recognises the need for a new car park, but it also recognises the need for some form of charging for such a car park. Without any form of charges, a new free car park will only attract more cars into the village and the current problems will re-emerge in greater numbers. PC Mark Smith also advised that car parking problems are beginning to arise in the Tilden Road area as a result of recent developments there.

PC Mark Smith has received reports of somebody living in the woods and consequently would like to be advised of any strangers within the village.

January 2008

Police Report

Police Constable Nigel Harding reported upon incidents within the Parish since the last Parish Council meeting. In essence there were some seven incidents ranging from thefts from motor vehicles to a sudden death in a nursing home. Constable Harding again requested people to be vigilant when using the Car Parks within the Parish and not to leave valuables in their cars which present opportunities to would be thieves who are often waiting for such opportunities to arise.

Police Report

Police Constable Emma Port, whilst not being able to stay for the meeting, submitted a written report. Compared with the previous month, police activity was quiet in that there were 1 incident of a Dwelling Burglary, 3 incidents of Suspicious Persons and 1 incident of a theft from a motor vehicle. Due to the recent thefts from motor vehicles in the area, the Police ask that anyone going for walks at local beauty spots not to leave valuables on display or even in the car boot. Anyone acting suspiciously should be reported to the police on 0845 0454545 or if a crime is in progress please telephone 999.

Police Report

The police were represented by PCSO Garry Cooper who reported that it had been a relatively busy month for the Police in that there were some nineteen incidents within the Parish. These ranged from Domestic Disputes to Road Traffic incidents including two incidents of missing persons, both of whom were found safe and well.

A number of Non Dwelling Burglaries and Thefts from vehicles were reported and it is appropriate to ask Parishioners to be more vigilant, especially during the run-up to Christmas.

Due to the recent incidents of vandalism at the Bus Shelters, the police are proposing to meet the late night Buses stopping at Compton. This, hopefully, to deter a continuance of the mindless vandalism to the Bus Shelters.

Police report

Police Constable Mark Smith reported only five offences within the Parish since the last Parish Council meeting, two of these being incidents involving the Railway Transport Police as they occurred on the Railway and Shawford Station. The other three offences consisted of incidents of Criminal Damage within the Parish. Accordingly, it was considered a relatively quiet month.

Police Constable Mark Smith also advised that he is monitoring the situation concerning Car Parking in Martins Fields and Attwoods Drove. It is accepted that there is no easy solution to this problem as the layout of housing in that area does not allow for multiple vehicles being owned by each household.

Police Report

Police Constable Mark Smith reported that there had been 14 offences within the Parish since the last Parish Council meeting, These consisted of 2 non-dwelling burglaries, 2 miscellaneous thefts, 5 instances of criminal damage, 3 thefts from motor vehicles, 1 theft of a motor vehicle – a “digger” stolen from a building site and 1 instance of possession of cannabis. Crime levels, therefore, were reported to be relatively low. One issue that is being pursued is that of dogs being allowed to roam freely and defecate on the Memorial Playing Field. This matter is being escalated and is also being pursued by the Animal Welfare Officer, Winchester City Council.

Police Report

Police Constable Mark Smith submitted a written report which was presented by Police Constable Emma Port. In his report, Mark reported that since the last Parish Council meeting, there had been 2 non dwelling burglaries, two thefts from motor vehicles, 1 criminal damage to a Bus shelter and two “Neighbour Disputes”. In addition, there had been reports of suspicious cars in the Southdown area as both the thefts from works vehicles occurred in the same area. It was emphasised that Residents should “keep their eyes open” and report anything unusual to the Police as it is possible that this area is being targeted.

June 2007

Police Report

During discussions on the submitted Police Report, the matter of vandalism in the Children’s Play Area at Compton Street was raised. Whilst no damage had been caused to the Play Equipment, there had been some small fires set alight using rubbish from the Rubbish Bins. This had caused molten plastic and glass to congeal on the safety surfaces under the Play Equipment, causing a potential Health and Safety hazard. This, together with the significant amounts of rubbish strewn around the play area, has been cleared. The Police were called to the incident and will continue to monitor the situation via periodic patrols.

Police Report

Police Constable Mark Smith was in attendance and reported on crimes within the Parish during the preceding month. There were three offences reported, one of common assault and two instances of criminal damage to vehicles. This low level of crime reflected the low levels of crime reported in neighbouring Parishes.

Some discussion on the availability of police representation at Parish Council meetings took place. P.C.Mark Smith explained that due to the shortage of officers working out of Twyford Police Station, together with the work rota’s that have to be followed, it proves very difficult for a police representative to be available at the time of the Parish Council meetings. The same problems occur in respect of Otterbourne and Hursley Parish Council meetings. However, this may change shortly when the strength of Twyford Police Station is increased to one Police Sergeant, four Police Constables and up to three PCSO’s (Police Community Support Officers). Police Presence:

Further concern was expressed about the non attendance of a Police Representative at the Parish Council meetings, albeit a written report from Police Constable Mark Smith had been received by e-mail. It was further commented that there appears to be very little Police representation within the Parish in general. In days gone by, the local Police Constable was always available, and was seen to be undertaking his rounds. These days such a Police presence is rarely seen. The Police “Partnership Forum” meetings, organised by Inspector S.France-Sargeant, would be an appropriate place to raise these concerns. To this end, Councillor Jeremy Dolphin undertook to attend the next Partnership Forum meeting on the 29th January 2007.

Police Support

Concern was expressed about the non attendance of a Police Representative at the Parish Council meetings and the non receipt of any report on crimes within the Parish during the preceding month. This is despite a specific notification of the forthcoming Parish Council Meeting being delivered to Twyford Police Station. The Clerk was instructed to take the matter up with Police Inspector France-Sargent.

Policing

Concern was expressed over the re-organisation of the Police cover in the Parish which has been occasioned by the recent Police re-organisation. The report given at the Annual Parish Assembly by the Police Representative, indicated that the level of Policing will be reduced. This, apparently due to the very low crime figures within the Parish in recent years. It is accepted that the Parish Council has no authority over this issue, it is the responsibility of the Chief Constable and the Police Management Authority. The Parish Council can only monitor the situation and make representations when things go wrong.

March 2006

Police Report

Police Constable Nigel Megson was in attendance and reported upon only one crime in the parish during the preceding month, which was the break-in at the Equipment Storage Shed at the Jubilee Pavilion. This involved the theft of a quantity of fuel together with a cricket bag containing some cricket gear. As part of the same crime, a lawn mower was stolen from Mr. Murray Macmillan, but this was later recovered. It is thought that this crime was linked to similar thefts at Humphries Farm, Twyford, where a quantity of diesel fuel was stolen.

Local Policing changes

PC Megson also referenced the new policing structure due to be implemented as from 1st April 2006. In essence, it is understood that police visibility within the Parish will be reduced, with reliance being placed upon Police Constable Mark Smith as being to sole point of contact.

November 2005

Police Report

Police Constable Mark Smith attended the meeting and reported on crimes within the Parish since he last reported. These ranged from thefts in an Old Peoples Home to a Public Order offence which strictly speaking was not a Public Order Offence. Within this list of offences was one instance of a House Burglary. PC Smith advised the meeting that the Travellers at Bushfield Camp are being kept under the watching eye of Winchester Police and therefore the situation is out of the hands of PC Mark Smith and Twyford Police Station.

Policing

Concern was expressed about the level of Policing within the Parish. Instances of poor Police response times were cited and it was apparent that currently there is little Police presence within the Parish due to the individual police officers being on Paternity Leave or off sick. Whilst it was considered to make representation to the Police Superintendent, it was concluded that it is preferable to monitor the situation for the time being.

April 2005

Police Report

Police Constable Mark Smith reported that there had been only four crimes in the Parish during the previous month. These were the theft of two White Star plates from Shawford Parish Hall, two acts of vandalism to cars parked in the Captain Barnard Car Park and an interference with a Car in Otterbourne road. When questioned about cars parked in Shawford village, PC Mark Smith advised that the Police will issue Parking Tickets to cars parked inconsiderately and which are causing an obstruction. Whilst the Highways Authority is reluctant to increase the Yellow Lining, the Parking of cars opposite the Bridge Hotel is viewed as a Traffic Calming measure.

Police Report

Whilst Police Constable Mark Smith was not able to attend the meeting, he had submitted a written report in which he reported that the culprit who caused significant graffiti damage at Shepherds Down School, the M3 underpass and the Bus Shelter opposite Shepherds Lane, was known to the police but no action could be taken due to a lack of evidence. The culprit has now left the area.

January 2005

Police Report

Police Constable Mark Smith reported upon a major issue of concern. This was the large amount of Graffiti that appeared over the Christmas holiday at the entrance of Shepherds Down School, in the M3 underpass and in the Bus Shelter opposite Shepherds Lane. The nature of the Graffiti was considered particularly offensive and appeared to be targeted at the pupils of Shepherds Down School. The cost of cleaning off this graffiti is significant, but the Parish Council has made the arrangements for its immediate cleaning of property which is the responsibility of the Parish Council. The suspected culprits are understood to be known to the Police who are progressing their investigations.

Police Report

Although Police Constable Mark Smith was not in attendance, he had submitted a written report in which he referenced a house burglary opposite Shawford Down. Disturbingly, there have been two similar offences occurring in Otterbourne, one of which occurred on Christmas Day. It is hoped that the areas of Compton and Otterbourne will not now be targeted by travelling criminals, and that residents will be vigilant.

Police Constable Mark Smith reported that there had only been three offences within the Parish since the 1st November 2003. These consisted of one instance of damage to fences and two of thefts from motor vehicles in the car park of the Bridge Hotel and The Captain Barnard.

Police Constable Mark Smith reported that there had only been two crimes reported within the Parish during the month, some damage to the Scout Hut and a car broken into at the bottom of Shawford Down when a handbag was stolen.

However, Police Constable Clive Barham was in attendance and he gave his usual comprehensive report on Crime in the area during the preceding month. P.C.Barham also advised that after seven years he is to take up new duties, still based at Twyford Police Station, and as a result will no longer be the “Beat Officer” for the Parish. A unanimous vote of thanks to Clive was expressed by the full Parish Council for the work he has undertaken within the Parish over those seven years. His replacement is yet to be identified.

Police Constable Barham reported that since 1 February there have been three crimes reported in the parish. A moped was stolen and two cars broken into and jackets stolen. He announced that a letter is to be circulated announcing a merger between Twyford and Alresford Police Sections. This is not expected to affect the Parish much, but if anything it should result in a small improvement in police coverage of the area.

Police Report.

PC Barham submitted a list of recorded crime in the Parish for the period 1October to 1 December: 3 dwelling burglaries; 9 non-dwelling burglaries; 4 vehicle crimes; 1 damage; 1 drugs; a total of 18 recorded crimes. Following a series of offences in October, PC Barham recommended that parishioners check the security of their garages and garden sheds. The Council reported an incident of vandalism to the pavilion and changing rooms.

Notices are to be displayed on the notice boards seeking applicants for appointment as independent members of the Hampshire Police Authority. A copy of a document “Secured by Design” had been received from our local policeman and forwarded to the architects for new pavilion; the Chairman is to complete a questionnaire regarding issues affecting feelings of community safety which is part of the consultation process in considering the Crime and Disorder Bill which aims to make communities safer.

Police Report.

PC Clive Barham reported that the police had marked white spots on roads and had been measuring motorists’ speeds northbound towards the junction with Compton Street, also, on the Crime and Disorder Bill involving a Police and Local Authority partnership to combat crime. He further reported on a Crime and Disorder Audit with a 3 years plan to tackle crime which may involve Parish Councils.

PC Barham advised that the following recent incidents will be included with his customary report in the Parish Magazine. A house and a shed broken into in Southdown Road, and petrol tanks of three cars punctured whilst parked by the Bridge Hotel, Shawford, on which matter the police would be glad of information also, information regarding a man of strange behaviour walking in the areas of Cranbury Park, Otterbourne, and The Malms, Shawford.

Crime

PC Barham reported on seven crimes that had been recently committed in the area, and advised that there had been 150 replies to the Compton and Shawford Safety Survey on which he is writing a report for councillors.
