September 2001 PC Meeting Report

REPORT ON THE SEPTEMBER MEETING
TUESDAY, 4th SEPTEMBER 2001, SHAWFORD PARISH HALL

The Chairman, Cllr. N. Campbell-White welcomed members and public to the meeting, being the first since the summer recess.

City Councillor’s Report

District Councillor Charlotte Bailey reported on her meetings concerning M3 noise levels and the initiative to quantify those noise levels by various measurements being taken. She advised that a Public Meeting is planned, the date of which is yet to be confirmed. This Public Meeting will be held in Otterbourne Parish Hall.

She also reported on the issue of Telecommunication Masts planning applications and the previously reported misinformation that had been circulated. Her investigations revealed that no misinformation had been put out, it was more a case of misunderstanding.

Parish Footpath Representative’s Report

Cllr. Mr. T. Threlfall reported that Hampshire County Council have committed to undertake repair work to the eastern towpath of the Itchen Navigation and parts of Compton Lock. Such work is due to commence on 3rd September and is expected to take approximately three weeks.

Finance and Admin subcommittee

Cllr. Mr. G. Beckett reported that discussions on the new Sports Club Lease and Tennis Club licence continues, it is hoped that recommendations can be made to the next Parish Council Meeting.

Planning Sub-committee

Cllr. Mrs. J. Millar reported on various Planning Applications and decisions. She expanded upon that which was reported by District Councillor Charlotte Bailey by advising that the “on-site” meetings to discuss the issue of Telecommunication Masts had been well handled. District Councillor Charlotte Bailey was asked to draft an article to be used in conjunction with Winchester City Council’s leaflet on Telecommunication Masts, for publication in the Parish Magazine.

New Pavilion Sub-committee

Cllr. Mr. A. Walmsley reported on the progress of the New Pavilion Building Committee. Work continues in respect of the Sport England funding application.

Playing Fields Sub-committee

Cllr. Mrs. M. Shaw reported upon the Playing Field Sub-committee’s activities. Of specific note was the misunderstanding that had arisen on the question of a Survey covering the Children’s Play Equipment in the Compton Street Play Area. As fundraising has been ongoing, based upon specific proposals, it was considered inappropriate to undertake a “Requirements Survey”. However, it was agreed that local residents should be acquainted with the detailed proposals, and asked for their comments.

The issue of undertaking a Survey, relates to a Survey being undertaken within the Parish covering the needs of Older Children and the youth of the Parish. This to establish the facilities that would be desired by such older children and youth. This issue is being pursued by Cllr. Mr. M. Bell.

Jubilee celebrations

As it was reported that CASCA were unable to lead in the arrangements for a celebration to mark the Queen’s Jubilee next year, it was determined that investigations should be undertaken to establish a Committee to undertake such an event.

Winchester Local Plan review

Cllr. Mrs. J. Millar reported that the Winchester District Local Plan Review is to be published on 12th October 2001 via exhibitions at various locations throughout the district. Whilst a leaflet explaining this subject will not be mailed to every household by Winchester City Council or the Parish Council, it is intended that the information will be disseminated through the various Residents Associations within the Parish by the Parish Council.

Annual Civic Service

The invitations for the Civic Service to be held on 21st October 2001 at The Parish Church of All Saints, Compton, are being sent out this week. The reception after the Civic Service will be held in the Compton Primary School with refreshments being provided by the Ladies Fellowship.
